The Abu Dhabi National Oil Company (Adnoc) is initiating a tender process for the renewal of its project management consultancy (PMC) framework agreements, with plans to select multiple leading contractors for these coveted deals. This renewal is part of Adnoc's broader strategy to support its significant expansion plans, which include increasing its oil production capacity to 5 million barrels per day by 2027 from the current 4.85 million bpd and substantially scaling up its gas production capabilities through billions of dollars in investments.

Scope and Importance of PMC Framework

PMC contractors are integral to Adnoc's large-scale oil and gas developments, as they are responsible for the successful execution of the engineering, procurement, and construction (EPC) phase of projects. The new PMC framework agreements are expected to be valid for a four-year period, with an option to extend for an additional two years. Contractors selected under this framework will be permitted to participate in all of Adnoc's upcoming onshore and offshore development projects, making these deals highly lucrative and intensely competitive.

Competitive Landscape and Bidders

The tender is anticipated to be tightly contested, with more than a dozen bidders expected to participate. The current contractors under Adnoc's existing PMC framework include Kent, Penspen, Wood, Worley, KBR, Technip Energies, and Engineers India (EIL). While all existing contractors are likely to pursue the renewal, several new players are also expected to join the competition, although their identities could not be confirmed. In response to inquiries, Adnoc and Wood declined to comment on market speculation or tender details.

Associated Development Projects

Adnoc is actively progressing on multiple major projects that will utilize the PMC framework. Offshore oilfield developments include the Upper Zakum and Lower Zakum assets. Additionally, several new gas projects are underway, such as the Umm Shaif gas cap, Shah Gas, and Bab Gas Cap developments. These initiatives are projected to significantly boost Abu Dhabi's gas processing capacity by the end of the decade, underscoring the strategic importance of the PMC framework in facilitating these ambitious expansions.
