Adnoc Gas is nearing the award of a major engineering, procurement, and construction (EPC) contract for the fifth expansion phase (NGL-5) of its Ruwais natural gas liquids (NGL) complex in the UAE. This project is part of a broader, multi-billion dollar investment by Abu Dhabi to expand its oil and gas infrastructure.

Project Scope and Bidding Process

The planned fifth NGL train will have a production capacity of 27,000 tonnes per day. The contract's workscope extends beyond the processing plant itself to include propane-LPG storage tanks and a paraffinic naphtha storage tank. Three international contractors—Italy's Tecnimont, France's Technip Energies, and Japan's JGC—who previously conducted parallel front-end engineering and design (FEED) studies, have submitted technical and commercial offers. Adnoc Gas held meetings with all three contenders this month, and a contract award decision is anticipated in the coming weeks.

Contractor Competition

While all three contractors remain under consideration, sources indicate differing competitive positions. One source suggested Tecnimont's offer may have an edge, while another noted that Technip Energies and JGC remain actively in contention through ongoing talks with the operator.

Broader Strategic Expansion

This NGL-5 project aligns with a larger strategic push to significantly increase gas processing capacity. Adnoc Gas aims to take final investment decisions (FID) on two phases of its Rich Gas Development (RGD) project by the first half of 2026, with a combined potential value of up to $8 billion. The RGD project involves building surface facilities to handle additional associated gas from Adnoc's P5 oil production expansion program, which targets boosting oil capacity to 5 million barrels per day by 2027. The first phase of the RGD project, sanctioned last year, involved $5 billion in EPCM contracts.
