Altera Infrastructure is leveraging its Aberdeen, UK, engineering base to successfully execute fast-track deepwater developments in West Africa, with a current focus on the rapidly expanding Baleine field offshore Ivory Coast.

Project Execution and the Petrojarl Kong FPSO

A prime example of this fast-track capability is the redevelopment and deployment of the Petrojarl Kong FPSO for the Eni-operated Baleine field. The project was completed on an accelerated 24-month schedule, achieving first oil in December 2024. The vessel currently processes 40,000 barrels of oil per day and 44 million standard cubic feet of gas per day. The associated gas is being used to supply an onshore power plant in Ivory Coast.

Financial and Commercial Framework

Supporting this development, Altera secured $464 million in post-delivery financing through a U.S. private placement. This transaction is noted as the first of its kind for a West African offshore project and is seen as strengthening the commercial framework for future developments in the region.

Local Content and Workforce Development

A core strategic focus for Altera is expanding the local energy workforce and supplier base in Ivory Coast. The company has achieved an 85% Ivorian employment rate for its onshore operations and 46% for its offshore operations. This is supported by comprehensive training programs, partnerships with local technical institutions, and hands-on development opportunities aboard the company's FPSOs. The emphasis is on strengthening local suppliers and building long-term technical capacity within the region.

Future Outlook and Technology Transfer

Looking ahead, Altera plans to deploy emissions-reduction technologies that are already in use in the North Sea. The company also aims to increase the local sourcing of equipment and services as the Baleine project continues to grow. With the Ivorian government pushing for accelerated oil and gas development to support domestic energy supply, Altera anticipates additional project opportunities in the country.
