Overview of the Flotel Tender for Suriname's GranMorgu Project

SBM Offshore, through its local Suriname subsidiary, has initiated a tender process to secure a flotel (accommodation vessel) supplier to support the hook-up and offshore commissioning of TotalEnergies' GranMorgu floating production, storage, and offloading (FPSO) vessel. This project, located in Block 58 approximately 150 kilometers offshore Suriname, is the country's first deepwater oil development, with estimated recoverable reserves exceeding 750 million barrels. The project is targeting first oil by mid-2028.

Technical Requirements for the Accommodation Vessel

The request for information (RFI) specifies that the flotel must be capable of continuous gangway connection to ensure safe personnel transfer between the vessel and the FPSO throughout the entire hook-up and commissioning campaign. Key technical specifications include:

• Capacity: Minimum accommodation for 245 persons.
• Dynamic Positioning (DP): DP3 capability as the base case, with DP2 as an option subject to approval.
• Gangway Connectivity: Must accommodate the FPSO's operational draft range of 9 to 25 meters.
• Landing Platforms: The aft landing platform must be accessible at elevations from 10 to 26 meters, while the starboard midship landing platform requires coverage from 9 to 24 meters.

Tender Process and Local Content Priorities

SBM is using the RFI to gather technical and operational information from potential suppliers, aiming to validate requirements and develop a qualified bidder list before issuing a formal request for proposal. Responses are due by July 7. The company is prioritizing local content development in Suriname, stating it will give preference to Surinamese companies when technical and commercial proposals are similar among bidders. Suppliers responding to the RFI must detail their involvement with the Surinamese community or sustainability projects in the country, as SBM has committed to long-term sustainability without compromising health, safety, security, environment, and quality standards.

Project Partners and FPSO Specifications

TotalEnergies holds a 40% operating interest in the $12.2 billion GranMorgu project, alongside partners APA Corporation and Suriname's national oil company Staatsolie, which has exercised its 20% participation right. SBM, in a joint venture with Technip Energies, is delivering the all-electric FPSO based on the Fast4Ward hull design. The vessel will have:

• Production Capacity: 220,000 barrels per day of oil.
• Gas Treatment Capacity: 500 million cubic feet per day of associated gas.
• Mooring and Depth: Spread-moored in approximately 400 meters of water.

Construction and Development Progress

Construction of the FPSO is advancing across several Chinese yards. China Merchants Heavy Industry is fabricating the hull, which recently entered drydock for final construction.
