Upcoming Licensing Round and Resource Potential

The Petroleum Directorate of Sierra Leone is preparing to launch its sixth offshore licensing round. This round offers access to largely underexplored deepwater areas, positioned as an early-entry opportunity in a frontier basin with significant resource potential. Recent estimates suggest the offshore area may hold tens of billions of barrels of recoverable resources.

Data and Industry Engagement

Newly available 3D seismic datasets, including recent pre-stack time migration data, are expected to improve understanding of the subsurface and help reduce exploration risks. International operator interest in the basin is increasing, exemplified by Eni signing a reconnaissance permit in 2025 and Nigeria’s F.A. Oil advancing drilling plans across six blocks while seeking a farm-in partner.

Strategic Positioning and Objectives

At the Paris forum, officials are outlining fiscal terms, regulatory frameworks, and development timelines designed to attract capital and accelerate exploration. The government aims to position Sierra Leone as a competitive offshore jurisdiction in West Africa, leveraging its proximity to established producing regions and the growing demand for new exploration opportunities. With new seismic data, active licensing plans, and growing operator engagement, the country is signaling renewed momentum to convert prospective resources into future production.
