He criticized past policies that allowed these industries to decline, calling for a "10-year mission" to raise living standards through reindustrialisation and devolving power to towns and cities across the country.

North Sea Policy Reset

Starmer's government had banned exploration across the UK North Sea and tightened fiscal regimes for upstream companies, leading to thousands of job losses and increased oil and gas imports. Burnham's potential leadership opens the door to a policy reset, as he has previously expressed an "open mind" on the subject. The decline in the offshore industry has particularly impacted Aberdeen, the centre of the UK's oil industry, and while political parties across Scotland largely support the sector, the devolved government lacks the power to effect policy change.

Devolution and Domestic Resilience

Burnham's plans for devolution remain unclear, but he stated on Thursday that protecting domestic manufacturing and production capability is "essential given the need to build our own resilience in places across the country in an increasingly uncertain world." He envisions "good growth in every postcode and hope in every heart" as part of his broader mission.

Industry Response

Trade association Offshore Energies UK wrote to Labour MPs on Monday, urging the prioritization of homegrown energy due to the country's dependence on imports. The letter highlighted the paradox of government policies that leave the UK importing diesel and jet fuel refined from Russian crude, while not prioritizing domestic North Sea oil and gas production over imports.
