Ukraine's Special Operations Forces have claimed responsibility for an attack on a gas condensate export terminal and storage facilities in the Russian Baltic Sea port of Ust-Luga. The targeted terminal is operated by Novatek, Russia's largest independent gas producer.

The terminal processes condensate shipped from Novatek's West Siberian gas fields. The site's processing plant extracts bunker fuel, diesel, and kerosene, with remaining light hydrocarbons loaded for export. The attack is part of a broader Ukrainian strategy to intensify strikes on Russia's fossil fuel export infrastructure, aiming to curb the revenues Moscow generates from energy shipments, which have become increasingly vital to Russia's sanctions-hit economy.

Strategic Rationale and Broader Context

Ukrainian officials stated that destroying such maritime oil and gas infrastructure reduces Russia's economic and logistical capabilities to wage war, circumvent international sanctions, and fill its state budget. Besides the Novatek terminal, Ust-Luga also hosts a significant oil export terminal handling about 500,000 barrels per day from Russia and Kazakhstan.

Immediate Aftermath and Impact

Following the attack, the regional governor reported air defences downed 56 drones, with firefighters battling a blaze at the site. Unverified social media videos purported to show fires at the terminal. While satellite imagery by Wednesday morning suggested fires in Ust-Luga had been extinguished, massive fires continued at two sites of the Primorsk oil export terminal, located about 75 kilometers away. The attack has led to the suspension of oil and condensate tanker loadings at Ust-Luga, mirroring similar suspensions enacted in Primorsk earlier in the week.

Historical Precedent

This is not the first Ukrainian attack on Novatek's Ust-Luga facilities; previous strikes occurred in August 2023 and January 2024, forcing the company to undertake lengthy repairs.
